What is HRD attestation?
HRD attestation is the authentication of educational documents from the Human Resource Development (HRD) department of the respective state government in India. It is required for educational documents like degrees, diplomas, or certificates when they need to be used for employment, higher studies, or immigration purposes in foreign countries. State officials first check the documents then the HRD Ministry attests them confirming they’re real. While the basic process is the same across India, each state might have its own specific rules and steps.

What is the Procedure of HRD Attestation?
HRD Attestation process includes multiple steps to verify and authenticate your educational documents:
Document Verification by the Educational Institution: Firstly, the surety that educational documents (degrees, diplomas or certificates etc.) issued from the institution are genuine. It is generally done through the registrar or administrative offices of the institution.
Attestation by the State Home Department: Once verified, these documents are attested by State Home Department (or concern authority for foreign learners), which acts as a confirmation of the document being authentic at a state level.
HRD Department Attestation: The next step is to get the documents to the HRD Ministry (Ministry of Human Resource Development) of state in which educational institution exists. HRD Ministry verifies the documents and gets attested with its official stamp and signature. The type of certificate and the issuing authority decides whether the documents should be attested by state HRD or central HRD.
Ministry of External Affairs (MEA) Attestation: After HRD attestation, the documents may need to be further legalized by the Ministry of External Affairs (MEA) or the Indian Embassy in the destination country. This is especially necessary if the document will be used for visa processing, employment, or higher education abroad.

How to get HRD Attestation?

Here is the process of HRD Attestation –
- Candidate Needs to Approach State Home Department and request for HRD Attestation on their Educational documents such as Degree Certificate, Diploma Certificate etc. They need to Write an Application for this.
- State HRD will then write to the University to Verify the document and issue a Verification or Genuine Report.
- University will ask the candidate to deposit University Council Fee and Will Start the Verification process. Some Universities have many colleges affiliated to them so they might ask the college for verification if the candidate has attended any college. e.g. If someone has attended St. Xavier’s College in Mumbai then University of Mumbai will ask the St. Xavier college to submit a report.
- After completing the verification, the University will send the Verification report to the state department.
- If the State HRD will find a genuine document based on a University report then they will put a Stamp on the document which must have “AUTHENTICATED” on the stamp.
This can be a very cumbersome, tedious and overwhelming process for a lot of people. They need to spend a lot of time on this. That’s where Apostille Attest comes into picture.
